No box or wooden tray but distinctive scroll style with extensive color line cutting identifies this puzzle most likely as made by Arteno Co. (or R.T. Novelties) 1925-33. The scene by unknown artist is also the type of scene often seen in Arteno and R.T. Novelties puzzles.  The image shows Ben Franklin in the print shop of his Pennsylvania Gazette which he took over in 1829 and turned into the most successful newspaper of its day.
