G. J. Hayter & Co. of Bournemouth, England cut this unusual puzzle as part of its Victory/Constructional line back in the 1950's. The silhouette of the ocean liner is made of double thick plywood, thus "standing out" from the rest of the puzzle and giving a "3-D" effect. Joseph Straus of Brooklyn, NY made similar puzzles as early as the 1930's.
