This is one of the most extraordinary scenes I have ever seen!  Dogs engaged in a "dog race" with cats and kittens as jockeys and some tumbling off!  I cannot decipher the artist's signature and Google images is of no help.  Hopefully, this puzzle will go to my daughter-in-law who lives in W. Springfield, MA and owns 5 cats and 1 dog.  Cutting style is more 1909 era push fit with lots of color line cutting but puzzle maker, Ida G. St. Clair of Newport, RI cut her puzzles in the 1930's per Anne Williams.  Puzzle also has scalloped edges increasing its challenge.  The paper glue had failed and I had to glue the picture back onto nearly all 452 pieces, as well as make 3 replacement pieces and touch up some spotting.  The final result is most satisfying: a great scene and puzzle!  Unfortunately, not all major restoration projects end up as satisfying as this one and I will have wasted a lot of time.
