Brigant".  Google lists a Nicholas Briganti, artist, but he painted mostly Venetian scenes and unlikely he would have done a scene of New York harbor.  Puzzle shows what New York harbor looked like 1930c.  How many buildings can you identify besides the Statue of Liberty and the Empire State Building?
