Probably cut by a Parker Brothers Pastime cutter.  Interlocking, cut partially along color lines with 18 figure pieces.  Artist is the well known Harry Eliott, a French illustrator known for his gouache depictions of fox hunts, car races, monks and British historical scenes.  Born Charles Edmond Hermet in1882 in Paris, France to a lithographer and Anglophile father, he adopted the name Harry Elliot because of his love of all things British.  He died in 1959.  Wikipedia
